【明報專訊】The Executive Council has approved a plan to distribute traffic among the three cross-harbour tunnels. In the first phase of the plan, a fixed toll scheme will be implemented in early August. In the second phase, "time-varying tolls" will take effect by the end of the year at the earliest.
