Editorial : New normal calls for new planning

【明報專訊】The third wave of the COVID-19 pandemic continues to ease. Social and economic activities in Hong Kong have returned to normal gradually. Starting today (September 23), classes in primary and secondary schools will resume in phases, a crucial development. However, whether Hong Kong could break out of the vicious circle of the pandemic and return to normal in a sustainable manner remains to be seen. Citizens have experienced response fatigue for long. Following the gradual loosening of anti-pandemic measures, social gatherings, revenge spending and other phenomena are now commonplace. The possibility of a recurrence of outbreaks around the time of the Mid-Autumn Festival should not be underestimated. The government's No. 1 priority is still to guard against the recurrence of outbreaks. Concurrently it should have its eyes on long-term planning and contemplate how Hong Kong could move on amid the pandemic.
